P17730 Error 0267 Item Number Invalid

We updated our software to current JDE 9.1.  When I am adding a parts detail in the P17730 - and try to create the PO - I get this error.  The item is set up in the inventory master, and has been for quite a while.  The asset is not new.  I have checked the processing options in P17730 and P4310) and do not see any options.  Where should I look next to resolve this issue?
