BI Publisher - data field selection disabled for conditional formatting

When I select a Data Field in a Layout Grid and click "Highlight" for conditional formatting, the "Data Field" drop down box is disabled.  I want to format based upon a different Data Field in the grid.

If I use a Data Table, the same works fine - I can choose any Data Field I want.   How can I do the same in a Layout Grid?
