Rate schedule setup time

How does JDE 9.1 use setup time in capacity planning of rate schedules?

My understanding: There are two work centers to configure, one is the standard work center that holds the item routing and the second is the hierarchical

production line work center that is used for capacity planning. I can see how the setup time is used in the former but not in the latter.Now it is obvious to me that a badly sequenced schedule with numerous item chang-overs will not be optimized. The aim would be to reduce setups and changeovers to a minimum to optimize the throughput. But how is this shown in the application? My testing so far has not invoked the item setup time in any of the capacity planning outputs. Have I missed something in my setup?
