RPM_ZONE_FUTURE_RETAIL seed record

In RPM, how does the seed record gets inserted into RPM_ZONE_FUTURE_RETAIL (RZFR) table ?

We have an issue wherein, when we create a Price change in zone (primary) level and the price change gets stuck in conflict check process.

In the back end, we can see that the package - RPM_ZONE_FUTURE_RETAIL_SQL.INSERT_SEED_DATA has errored out .

It would be really helpful, if i can understand , how the first record is inserted in RZFR for an item/primary zone?
