in oracle 12c is dba root access necessary?

Our DBAs are upgrading from 11g to 12c, and will be installing RAC.

They are insisting that to manage the systems after initial installation they must be given root access to the servers.

Our unix admins are skeptical that this is the case after the database software is initially installed.

Are there any tech notes, white papers, or published Best Practices that address this question?

thanks in advance, but personal experiences or statements of personal philosophy don't count. They

aren't anything we can take back to management.
