Need to understand how to enable the Functional Tabs to specific user logins

Hi Team,

Can you please help me to understand how to enable the Functional Tabs to specific user logins.

Example: When ever am trying to Open "Approval Work Flow" options in PO Summary form under tools tab, the message appearing as this functionality is not enabled to your user.

Please help me to understand how to make it available to my login.
