How to disable Siebel component permanently?

Dear Sir,

        Please help advice "How to disable the Siebel component permanently?".

        I do the below steps but the components come on-line after restart the Siebel.

To disable an assigned component

1 Navigate to the Siebel Servers screen.

2 Click the Server Components view tab.

3 In the Server Components list, select the assigned component you want to

disable.

4 Click Offline.
