How to load Thomson Reuters Tax File in Oracle R12.1.3

What are the pre-requisites to load Thomson Reuters Tax rate file to Oracle R12.1.3. Are there any server side components to be installed to have the APIs for running the tax rate uplaod request set. Is this available through any patch or the tax vendor provides these.

Any thoughts or inputs are welcome.
