Transaction workbench issue--Unable to complete the transaction

Hi,

We facing an issue with one transaction, not able to complete it. Transaction was created for France OU & currency used in transaction is USD. When user try to complete the transaction, user getting this error, We found daily conversion rate is also entered in system for that particular day. (For USD to EUR). But still we don't get it why its throwing below error. I read couple of metalink notes, seems there is some bug in that form or something. Could you please let me know, we need to verify any setups for this issue ??? Please give your advise.
