12.1.3 Patch 19625361: 12.1.3:BUG FIXES FOR CS:OCT'14 RUP PATCH

After having to go through multiple rounds of testing from June until November, we finally applied the Patch 19625361: 12.1.3:BUG FIXES FOR CS:OCT'14 RUP PATCH since we finally got something to pass UAT to production. 

Of course we found issues.

1. Suddenly users are receiving notifications when a task is reassigned to another person in their group, which before they were not.  I assume a "new" profile option was introduced, or an old bug fixed (like bug 14056135).  Our users in the group don't want these notifications.  How do we turn them off so they are not longer creating.
