Supplemental Data Base

Is there one place to find a supplemental data base (CIF) guide that will assist in setting up a simple item master SDB?  The documents from the knowledge base such as Doc ID 848276.1 is missing steps to load a item master SDB that can be manually loaded for an item.  It seems to always use a UDC table.  Any suggestions?
