Forecasting upload using P3460Z1I

Hi, we're trying to utilize Forecast functionality in JD Edwards.  We want to do a mass upload however, we are getting errors.  The process we are using is to load the forecasts into F3460Z1.  We are then running R3460Z1I to upload to the F3460 table.   The R3460Z1I runs but with errors.  Unfortunately, we are not finding any issue with the file or the item set up.  Has anyone successfully done a forecast upload for multiple items using this methodology?  What are potential causes of error or load failures?
