E-Catalog Admin not available under Purchasing Super User menu

We are on Oracle R 12 and have iProcurement and purchasing seet up. I am trying to create a internal catalog with images and needed to run the calaog extractor, however, when I try to search the program I dont find the E-Catalog Admin menu under Purchasing Superuser responsibility.

Can you tell why and what needs to be done to get it.
