is patch FND.C 19259764 still needed if upgrading to 12.2.4?

per MOS doc 1617461.1 patch 19259764 is referenced in section 3.1 (Path A) number 4. If we are upggrading. the patch is for a 12.2.3 issue and we are upgrading to 12.2.4. Please advise.
