Collection Manager fails to install

Installing collection manager on oracle 12c (12.1.0.2) database. I get to the last step of the instructions after:

 

InstallingSupportingObjectswilltakesometime.

 

and I get the following error.

 

I suspect that I have a permissions issue somewhere but this error is not showing up in any logs or anywhere other than this screen so I am having trouble tracking down where it is coming from.
