OEM - Agent fail to start after relocating databases to new server

We have 2 servers. Server A and Server B were valid targets under OEM with databases on each. OEM was working fine.

Version (kinda old, but works great):

Agent Version     : 11.1.0.1.0

OMS Version       : 11.1.0.1.0

Protocol Version  : 11.1.0.0.0

Since Server B is newer, we have moved our databases from Server A to Server B. We can connect, etc to the newly-relocated databases at the new home on Server B using SQL*Plus, etc.

We shut down Server A; Server B was reconfigured to same name/IP as old Server A.

All previous databases on Server B are gone.

In OEM, I dropped all targets on this host and then the agent. To add host, OEM said "restart agent on database server".
