MRP-processing both discreet and process manufacturing orders

Hi, we are using both discreet and process manufacturing orders in JD Edwards Enterprise One (E1).  I'm running MRP via R3483 but I'm running into a problem with generation of dependent demands.  I'm getting planned orders for the discreet items however, no raw materials or sub-assemblies are getting planned from the top level.  The discreet items have no co/by table whereas the lower level items do.  Can anyone provide direction on how to set up MRP to capture both types of demand?
