Project allocation is ignoring expenditure type not marked for exclusion

I've defined an allocation with a basis of Target % and Pro-rate. It is set up to split the source amount into 2 pools based on a classification code. 78% to pool A, 22% to pool B. The basis is PTD Actuals using Total Labor Hours. There are 3 labor expenditure types, listed below. The user requirement was to segregate the dollars for the overtime premium and not have it counted as a labor hour, so that expenditure type was set up with a UOM of currency. All 3 expenditure types have a class of Straight Time.

Regular Labor UOM Hours

Overtime Hours UOM Hours

Overtime Premium UOM Currency
