Purchase Requisitions in a Status of 'Returned' are not Visible in ASCP R12.2.3

After a planned order is releaed from the planner's workbench it creates a purchase requisition.  The purchase requisition is approved and goes to the buyer.  The buyerthen returns the requisition to the creator.  In 11.5.10.2 this requisition still showed as supply in ASCP.   Now we upgraded to R12.2.3 and the requisition is NOT visible to ASCP.

Is this a setup, or new functionality?
