Database Install/Upgrade/Opatch (MOSC)

OWB at 11.2.0.3 after database upgrade to 11.2.0.4?

After upgrading to 11.2.0.4 (from 11.2.0.3),  OWB still shows as 11.2.0.3 and valid.  I ran the upgrade via DBUA and it made it through the upgrade but then it hung in the Post-Upgrade on utlrp (have SR logged).  After 2 hours I stopped DBUA and ran the post-upgrade status check:
