Buyer functionality

We are using EBS version 12.1.3

Due to segregation of duty, buyers cannot create supplier at the same time. However, our buyer do need to update the supplier contact address at times. I tried to exclude the function supplier: Buyer full access from the responsibility menu exclusion. This way the buyer will not be able to create new suppliers; however, at the same time. The buyer cannot update the address as well. Is there a way that the buyer won't able to create supplier, but will be able to update address? If so, how can we achieve this? Gurus, please advise.
