PDBA not updating the F0719 table

Canadian payroll, E1 9.1.

We have a DBA that is not writing to the F0719. It is being updated to the F06146. The DBA was setup for employees who just went live in Nov, 2014 and no updates have been written to the F0719. Does anyone know why this would happen?
