Optimum number of subscription services under an account

1) What would be approach to decide what can be the optimum no: of subscription services (Users) that can be accommodated under an account (Payer) object to avoid bottle necks in Billing performance. (Each Subscription services would at least have 3 member services in it).

2) Also, how to decide on the optimum no: of Account hierarchy levels (with payer accounts under the TOP account too) keeping in mind, the billing performance
