Concurrent Program to end date the suppliers who are Inactive from last 36 months

Hello All,

We are on R12.1.3. We have requirement to create a concurrent program to end date the suppliers who are inactive in last 36 months.We are planning to use "Supplier Update API", with using this API what kind of business rules we needed(no supplier invoice and PO's in last 36 months)?
