Why does rwclient.exe cause "Not a valid Win32.exe application"

When I try to run a report on my Developer workstation with a command line calling rwclient I get a Windows error message in a popup that says "rwclient.exe is not a valid Win32 application".  I simply start cmd.exe to get a command window, cd to the bin directory and run rwclient <args and parms>  and it fails.

My system specifications are:

Oracle Forms and Reports Developer Install 11.1.0.2

MS Windows W7 Pro x64

My command line looks like this:

rwclient report=C:\Data\Spool\MySystemTest1.jsp destype=file desname=C:\data\spool\TestRWRUN_OUT.html desformat=html userid=uid/pwd@DbConnString
