Applying patch 17204589 consolidated seed patch

We are installing 12.2 using the latest stage cd 49.  The install and post patches worked fine with 48.  We are still in the sandbox with real hardware arriving next week so we wanted to use the latest available software. We have gone through the rapidwiz, applied the patches from the note:

Oracle E-Business Suite Release 12.2: Consolidated List of Patches and Technology Bug Fixes (Doc ID 1594274.1)

However this note does not include stage 49, we entered an SR and were told to use the same as for 48.

When applying the Consolidated seed patch 17204589. We see the following error in the log:
