PRKP-1001 : Error starting instance CRS-0215: Could not start resource 'ora.DB.INST.inst'

Database is 10.2.0.5 CRS is 11.2.0.3.  Of the 9 DB that run on the servers under 10g Oracle Home 8 DB came up after reboot.  Only one is not starting.

PRKP-1001 : Error starting instance CRS-0215: Could not start resource 'ora.DB.INST.inst'

Per  Diagnosing CRS-215 Error When Starting Clusterware Resources (Doc ID 781632.1) checked CRS_HOME/log/server/racg/ora.DB.db.log and found this error.

GIPC][4230778544] gipcCheckInitialization: possible incompatible non-threaded init from [prom.c : 690], original from [clsss.c : 5326]

RACG][877895344] [14974][877895344][ora.DB.db]:      event body="VERSION=1.0 service=SERVICE.ges.symantec.com database=DATABASE host=server status=down reason=user"

I'm not finding anything useful for the cause.  Any suggestions?
