Order line status stuck in "Fulfilled" and workflow status is "Notified" for "Wait for Invoice Inter

Hello,

We have workflow Header Level Invoicing for sales orders and using Credit Hold option. Some of orders are stuck in fulfilled status when HOLD is released. Those line which are stuck in fulfilled status can not be invoiced since those lines are not passed into Autoinvoice Interface table.

The possible actions for releasing the lines into Autoinvoice Interface we've performed as follows. But still line status is same as "fulfilled".

1. Progress Order

2. Background workflow process concurrent with desired parameters.

3. Rewind the transaction through system admin.

If anybody knows the cause of this issue or solution please advice. This happened only once or twice, rest transaction's are going fine.
