FND: Diagnostics at not working at sysadmin user level

FND: Diagnostics set this value No to site level and SYSADMIN user level set to yes . But this is not work for sysadmin for reset of user its working fine .

When FND: Diagnostics site to 'YES' it working for the SYSADMIN..

Not able to see complete OAF page error  description.
