Toolbar button to Call JS

Currently we have a button associated to the dashboard toolbar that opens an external page using browser script.  I would like to replace this browser script with manifest entries/files in siebel OUI.  Any ideas out there?  I'm not certain how to configure a the button (remove the command?) and what types of entries would need to be added to the manifest.  I figure writing the js to open the external page will be the easy part...getting to button to reference a js file is where i could use some advice....
