Calculate Price Flag on Requisition

Does anyone know what determines if the Calculate Price Flag is automatically set on a Requisition?  It is defaulting to checked in our system which is causing our Requisitions pricing to be overridden when pulled into a Purchase Order.  We tried setting this field to hard coding to a flag value of 'N', but it is still populating as 'Y'.
