security applied at dimension top-level for unsecured dimensions after 11.1.2.4 upgrade

Previously, we had three dimensions without security applied, and read-only users could access the top-level member.

For example, we have a DEPARTMENT dimension, with LEGAL DEPARTMENT as a child member.  Now, when non-admin users query via smartview or planning forms, they'll get #No Access using DEPARTMENT, but will get correct data if instead they select LEGAL DEPARTMENT.

The 'Apply Security' check is NOT selected when viewing these dimensions via EPMA dimension admin.  When viewing dimension security in planning, the key icon to apply security is disabled.

I've re-deployed the planning app and refreshed security filters.
