how to personalize the SSHR "Special Information" page to display only certain SIT structures?

I am going blew step:

1.Define 2 SIT structures in Key Flexfield(KFF) "Personal Analysis Flexfield

2. Create rows for "SIT1" and "SIT2" in the "Special Information Types" form and enable them.

3. Create 2 custom functions for displaying Special Information.

4. Add custom functions "HR_SIT1_SS" and "HR_SIT2_SS" to the menu "XXHR_EMPLOYEE_DIRECT_ACCESS_V4" which is attached to the responsibility "XXEmployee Self-Service".

5. Add custom functions "HR_SIT1_SS" and "HR_SIT2_SS" to the menu "HR_GLOBAL_SS_FUNCTIONS_CUSTOM"

But  this error "The selected action is not available. The cause may be related to security. Contact your system administrator to verify your permission level for this action." Show me.
