Unable to Create Absence

When I create Absence from the HRMS manager responsiblity I get the error message as "Duration is more than eligibile number of days. Actual Accured Days is 28.19 and Eligibile Leave days is 28.19 " but actually he has more than this as entitelment in the year end plan tab in Absence due to this we are not able to appy any leaves for the employee.
