Select Materials shows HTML page but not BOM Hierarchy

We are in the beginning phases of upgrading from 11.5.10 to 12.2.4.   When I select the Select Materials button on the Estimate tab, the HTML page opens but there is not BOM Hierarchy.    I have verified we have a BOM in that Organization.
