Order of Mailing Addresses

We noticed that if an employee has had a change of address, JDE displays the older mailing address first.  I would have expected to see the most current address displayed and then be able to use the 'Previous" button to go back if I wanted to see older addresses.  Does anyone know if this is by design?  It has been suggested to me that it wasn't always this way....that the most current mailing address used to be displayed (P01012).  Thanks
