Group Lov's not showing during making resource list

Hi,

It is fresh PA implementation. When i making resouce list in  PA module (Setup -> Budget -> Resource list) Group LOV's not appearing for GROUP RESOURCE BY as ORGANIZATION. I have selected correct JOB GROUP even it's not appearing LOV's in Group filed. If i select GROUP RESOURCE BY as Expenditure Category or Revenue Category then able to view LOV's in Group filed.
