Listener not starting

Hello,

I am using Tod OracleXE. When I try to connect to a user, I get the following error: ORA-12541:TNS no listener. I started all the Oracle services but cannot  start OracleXETNSListener.

Below is a screenshot of the error and tnsnames.ora and listener.ora
