Patch 20261204 reports we are on R12.PO.C when we are really on R12.PO.B

When trying to apply patch 20261204 The patch says we are on R12.PO.C when we are really on R12.PO.B.
A query against fnd_production_installations say we are on version C.  Patchsets say we are on version B.
If you look at the files that would be touched by applying the patch they all appear to be version B.
