Is there a capability to create projects in Excel and importing it into Oracle Projects

Hi - Is there a way to create the Project in Excel and importing it into Oracle Projects?  Is there a way to accomlish this w/ minimal cusotmizatoin and without having to purchase a 3rd party application? (i.e. using Projects API?).

Has anyone had this requirement before?
