Error on opening Contractor PR under 'Approved, Not Applicable' status

Hello there

Issue Description = Error on opening Contractor PR under 'Approved, Not Applicable' status. The reason for opening is to assign the Contractor Name. The error details are now shown and it simply gives a message to contact systems administrator.

How to reproduce = Go to iProcurement responsibility > Requisitions > Open Requisition associated with Contractor Request 'Rate Based Temp Labor'.

Other Information = Prior to this I was getting an error on approving Contractor Request Requisition. That error was resolved after applying Patch 20108838

Environment = Oracle EBS R12.2.4 on Linux x86-64

Any help will be greatly appreciated. Thank you.
