what is the purpose of help text in smart script translations

Can you please let me know the purpose of help text field in smart script translations. We are currently displaying help text content using title tag of HTML. But title tag is not allowing if the help text information contains more than 600 characters. Siebel has provided help text option in smart scripts. But we want to understand the purpose of this help text. How it usefull for us in this situation.
