Setting Up Currency in ARM and the option to select 'Balances and Transactions are in multiple curre

This is a new instance of ARM and we are going through the intial setup but when we go to Manage -> System Settings -> Currency the options are the 'Currency BUcket' tab are all grayed out and we are unable to change the setting from single currency to multiple currencies.

I checked and nothing else has been created in the application.  Is there somewhere else this needs to be configured? See the attached screenshot.
