Issues with Oracle Wallet

We upgraded to R12 last summer.  We have a punchout that is functioning properly in our Prod environment which does NOT have SSL enabled.

After cloning to a test environment, the cwallet.sso file is not in the $INST_TOP/certs/Apache directory.

Attempted to generate cwallet.sso, using the following command (after sourcing all the necessary environment variables as instructed in Doc ID 376694.1) run from $INST_TOP/certs/Apache directory:

orapki wallet create -wallet . -auto_login -pwd <password>

That command generates the following error: Unable to load wallet at .

I have an SR and the tech is telling me to enable SSL (
