Changing Customers on Order Form from Tax-Exempt to Taxable

We ran into this today, and I'm curious if anyone else has encountered it.

The rough scenario is this:

Our quoting team created a quote, and secured an agreement with a customer that is tax exempt.  We then placed an order from quoting, which worked as we expected it to.

The customer then came back to us, and informed us that they were having a contractor perform the work, so they were becoming the customer.

We had not booked the order yet.

We entered the new customer, created the sites, account, etc.

On the order form, we went to order placed from quote, and updated the customer from XYZ to ABC.  Upon saving, we encountered the processing window, which gave us two errors:
