How to locally test BSSV with Async HTTP callback with IWLS?

Im curious how this process is supposed to work.  We start up jDeveloper, launch IWLS and deploy a BSSV that has an Async HTTP callback associated with it.

The URL the BSSV provides via the IBSSVCorrelationDataManager is as follows:  https://localhost:8888/LOCALDEV/HTTPCallbackListenerServlet?uname=lAKtvPb2ry4n1.....

How is this URL supposed to work when the JDE local OC4J also runs on port 8888 locally?

The jdeinterop.ini located in \E900\DV900\ini\sbf\ has the following stanza, but when I start IWLS and perform a netstat -a | find "LISTENING" I do not see anything listening on port 8888.
