BI Publisher - Header on Previous Page and Text on Next Page

Hello !!!

While printing, sometime Header get's printed on previous page where as text get's printed on next page. Is there any way this can be avoided so that Header and associated text get printed on same page ?

Please find attached rtf template and test xml file which I am using.

Also find attached Image -

"Report Output 1st Page" - Where at the bottom you can see Header is Printed

"Report Output 2nd Page" - Where at the start Text associated with Header is Printed

Any help on this is appreciated.
