Popup error ORA-01422 when creating budget lines

We have never utilized the budget feature of Projects and are trying to do so now. When creating a budget line we are getting a popup error ORA-01422 when trying to save.

I suspect that this is related to the resource. Projects was implemented by another team and I am trying to get the budgeting feature working, so please just let me know what would be helpful for troubleshooting and I will get it.
