R12 Payment Manager, 2 responsibilities for different users: 1.create and 2.review/submit requests

Dear community,

I have a question to address:

is it possible to customize the Payment Manager page so that 1 user with a specific security setup could Create payment request and
a second user would have to approve (user 2 would review the process and submit).

We have setup payment template with Review after payment proposal. Ideally we would like to have one role that could submit payment process request and a different role that could review and approve the request.

Is this possible?
