notification to supplier when a PO is cancelled

We are on 12.2.3 and do not see any notifcations sent out to suppliers automatically when a PO is cancelled.Does  this feature exist ?

There are a lot of notes on metalink but they conflict each other .One says that this is an enhancement another a bug and so on

1.Cancelling a PO or PO Line Does Not Send a Notification to the Supplier. (Doc ID 299554.1)
2.When a Purchase Order is Cancelled, Are Notifications Sent To Associated Purchasing Users About the Cancellation?(Doc ID 752141.1)
3.Cancelled PO Does Not Send Email Notification To Supplier(Doc ID 1614284.1)

Would anyone know the correct functionality as it exists in Oracle Relase 12 and upwards
